Working in partnership with Consilium Recruit they are seeking a Strategic Buyer on a 12 month Fixed Term Contract. The purpose of the role is to deliver the MTC`s purchasing and subcontracting priorities applying procurement, commercial and contractual expertise. Influencing and leading to deliver project milestones and manage customer demands via sub-contracts.

This is a fantastic opportunity to work within a well-defined Procurement Team to deliver on MTC`s procurement strategy across the business. To include purchasing priorities, applying procurement, contractual, commercial and influencing expertise to successfully achieve year on year savings and efficiencies. This will require you to develop innovative approaches to supply arrangements which will enhances the services MTC provide whilst minimising cost and commercial risk.
As part of the Buyer role you will:
Lead key procurement decisions that affect the MTC`s spend areas and customer deliverables, from responding to day to day queries and advice from key stakeholders within the organisation to ensuring the MTC`s exposure to sub-contract risk is minimised. To identify and lead on specific procurement projects, tenders and contracts and take operational responsibility for the projects and tenders. This includes the management of all steps in the procurement process: user needs analysis; market research; sourcing activity; structure of tenders; market engagement; tender evaluation; negotiation; legal requirements; contract finalisation. Maintain on-going market awareness and assessment of spend across the business. Assess commercial risk, opportunities and control of un-authorised spend. Contribute to the development and preparation of category strategies, business cases and reports, presenting to the appropriate internal or external committees. Actively promote and communicate procurement principles across the organisation to ensure contracts deliver best value for money, operating within MTC`s procurement rules, public procurement legislation, ensuring Service Managers have access to contractual arrangements that address their needs with minimum administrative effort. To influence and develop strong, sustainable relationships with Shared Service Procurement Organisation to deliver a strategic and coordinated approach to Category Management. To influence colleagues at all levels on the commercial and financial viability of differing sources options for specific projects including in house, outsourcing, partnerships, framework arrangements and standard procurement. To ensure that savings and other procurement benefits and efficiencies are identified, planned and delivered in line with MTC`s strategies and expectations. Challenging previously unchallenged spend, non-coordinated spend activities, unplanned purchases or under-utilized contracts, which are likely to have a negative impact on procurement strategies.
The successful candidate for the Buyer role will possess the following attributes:
Ideally qualified with CIPS Diploma or equivalent qualification. Previous experience working for a medium to large organisation. Strong understanding and application of contract creation including legal aspects. Sound negotiation strategies and techniques. Understanding of Programme and Project Management tools and techniques, governance approaches to programmes, risk management practice and successful stakeholder engagement. A driven, team player who will contribute to all developments in the procurement services and strategic objectives of the MTC in general. Enthusiastic, delivering a high-quality service to meet customer, organisational and personal expectations. Previous experience adopting simplistic approach to work in order to avoid confusion and deliver clear, concise information. Taking ownership of and accountability of work and use of initiative to successfully deliver. Experience with electronic procurement software and contract law is desirable.
